The basis of SPP is networking and collaboration through communication. Kelli is even in talks with people from Rochester, New York about a SPP-esque model being implemented into New York facilities. These programs may vary based on community needs and issues, such as the SPP network in Nevada addressing policy issues. You are not allowed to grow your own food in the state, and the SPP is working around these rules to still implement programs but also advocate change of this absurd policy.
